Smartforce eCitation System is a mobile technology solution that automates the citation process, enabling officers to quickly create and submit tickets. This system dramatically reduces wasted time and errors while issuing citations – improving the quality and accuracy of information captured, eliminating additional paperwork, and improving collection rates
The Smartforce eCitation System utilises a rugged handheld device with a 2D scanner to scan driver’s license cards and vehicle license discs and issue citations.
The system can work with or without data connection. and Software on the handheld device can capture electronic signatures, photographs, fingerprints, GPS coordinates and Google date picker. Once a ticket is completed, it is printed on a mobile thermal printer.
Tickets can be managed and reproduced in PDF format, reports can be generated, and ticket data can be electronically transferred to a contravention management system - eliminating redundant, manual data entry. This increases productivity and citation revenue.
In addition to the electronic ticket issuing module (eCitations), our handheld devices are equipped with the following modules:
1 - Stop and Check Module
This module allows officers to record all the stops and searches performed throughout their shift.
2 - Impound Vehicle Module
Using the handheld device, officers can record thevehicles that they’re impounding for various violations of the law.
3 - Discontinue Vehicle Module
This module allows officers to record the vehicles that they are discontinuing.
4 - Incident Reporting Module
This module allows officers to record incidents that they encounter during their shift.

The handheld device software can connect to eNatis database and query all vehicles and drivers that have been scanned. This allows the system to flag vehicles of interest as well as persons of interest. All information is stored in a secure cloud, on prem or hybrid storage.
The average time spent on writing a ticket is reduced to 4-5 minutes. Spending less time on the roadside while still collecting vital data from drivers helps officers reduce risk of injury and improve operational efficiency.
Improving convenience for officers to issue citations and collect data makes it easier to step up enforcement. The reliability of Smartforce handheld devices is also a factor – ruggedized devices remain accurate and easy to use when there is wind, and rain, which is not true for paper citations. The inconvenience of writing a ticket in bad weather may make officers reluctant to do so.
The system will continue to save time after the citation is issued. With Smartforce eCitation System, data only needs to be entered once – by the officer when the citation is written – for it to be recorded and shared among multiple computer systems and databases. Because the data transfer occurs automatically, there is no need to re-enter citation records into a computer at headquarters.
